The University of Kansas seeks to maintain a safe and secure environment where students may participate in organizations without compromising their safety or welfare.

Stop Campus Hazing Act
The law renames the Clery Act from “Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act” to “Jeanne Clery Campus Safety Act”.
The law adds a new Clery Crime category, hazing, to the Annual Security and Fire Safety Report (ASFSR) crime statistics chart. Hazing is now a Clery reportable crime.
As of January 1st, 2025, institutions are required to begin collecting statistics for hazing incidents.
Beginning June 23rd, 2025, institutions are required to implement hazing policies, procedures, and prevention programs.
The law added policy statements to the ASFSR regarding how to report hazing, the process for investigating hazing incidents, and information on local, state, and tribal hazing laws.
The law adds prevention programs to the ASFSR, describing the university’s programs for preventing hazing.
The law requires universities to publish a Campus Hazing Transparency Report (if institutions have a finding of responsibility for violations of the hazing policy). The report must be updated twice per year. Information in the report will include, but is not limited to:
- Name of recognized student organization;
- Description of violation;
- Date incident was alleged to have occurred;
- Whether the violation involved the abuse or illegal use of alcohol or drugs, if applicable;
- Date investigation was initiated;
- Date investigation ended with finding of hazing violation; and
- Date institution provided notice to organization of outcome.
The law adds requirement to provide on a public website:
- Statement notifying the public of the annual availability of hazing statistics, including a link to the annual security report.
- Information about the university’s policies related to hazing.
- Applicable local, State, and Tribal laws on hazing.
Public Notice of Availability
Hazing statistics are available in the Annual Security and Fire Safety Report (ASFSR) published October 1st each year. The Stop Campus Hazing Act added hazing as a Clery reportable crime January 1st, 2025. This means that hazing statistics will be available starting with the 2026 ASFSR. University Hazing Policies
The University of Kansas has 2 separate policies prohibiting hazing.
Here is a summary of KU’s hazing policy:
Engaging in hazing of another person for the purpose of initiation or admission into, affiliation with, or continuation of membership in any organization operating under the sanction of the University is prohibited.
It is presumed that hazing is a forced activity regardless of the apparent willingness of an individual to participate in the activity.
Apathy or acquiescence in the presence of hazing is not neutral; both are violations of this policy.
Hazing Policies
“Hazing” includes, but is not limited to, any action, activity or situation which recklessly, negligently or intentionally endangers the mental or physical health, welfare or safety of a person, creates excessive fatigue, sleep deprivation, mental or physical discomfort, exposes a person to extreme embarrassment or ridicule, involves personal servitude, destroys or removes public or private property, or implicitly or explicitly interferes with the academic requirements or responsibilities of a student.
“Organization” is defined as an athletic team, club sport, registered student organization, fraternity, sorority, or other similar group that is affiliated with the University and whose membership consists primarily of students enrolled at the University.
“Student” is defined as any person who is enrolled in at least one credit hour at the University. A person who meets the definition of a student shall continue to be defined as a student for the purposes of this policy until the person graduates, transfers, or withdraws from the University.

K.S.A. 21-5418 Hazing
- Hazing is recklessly coercing, demanding or encouraging another person to perform, as a condition of membership in a social or fraternal organization, any act which could reasonably be expected to result in great bodily harm, disfigurement or death or which is done in a manner whereby great bodily harm, disfigurement or death could be inflicted.
- Hazing is a class B nonperson misdemeanor.

Campus Hazing Transparency Report
The Campus Hazing Transparency Report (CHTR) is a newly required document that institutions must disclose if a student organization is found responsible for violations of the institution’s hazing policy.
This report is different from the Annual Security and Fire Safety Report (ASFSR). The differences include:
- Different publish schedule:
- ASFSR – Published annually by October 1st.
- CHTR – Published or updated every 6 months starting in December 2025.
- Different content:
- ASFSR – Safety policies, procedures, programs, crime statistics, fire statistics, etc., for each campus.
- CHTR – Findings of responsibility for institutional hazing violations for campuses that have recognized/established student organizations.
Information provided in the CHTR will include but is not limited to:
- The name of the Student Organization.
- A general description of the violation, including whether it involved the abuse or illegal use of alcohol or drugs, the findings of the institution, and any sanction issued.
- Date of the hazing incident(s).
- Date the investigation was initiated.
- Date the investigations ended with a finding that hazing occurred.
- Date that the notice of the outcome was issued to the student organization.
The CHTR will be published here on this page starting December 2025. The report will be updated on this webpage every 6 months with the first update being June 2026.
Campus Hazing Transparency Report Fall 2025-2026 Academic Year
Name of Student Organization: Alpha Tau Omega, Gamma Mu chapter
Description of violation: The University confirmed hazing activities including sleep deprivation and verbal harassment. Students were also required to complete calisthenics and demeaning tasks, and had liquids poured on them.
If alcohol and/or drugs involved: Yes, alcohol was thrown on students.
Date incident occurred: September 14, 2024; October 21-26, 2024. Reported to University April 24, 2025.
Date investigation initiated: April 28, 2025.
Date investigation ended with a finding: October 7, 2025.
Date organization notified of hazing violation: October 30, 2025.
Findings or rationale of KU: Section VI A 9. Hazing; Section VI A 4. Harm to Persons; Section VI E. Registered Organization
Sanctions placed on organization: In addition to actions taken by the Gamma Mu chapter and Alpha Tau Omega National Fraternity in response to this matter, the University placed the chapter on Probation until December 18, 2027 and required the chapter to complete a minimum of one hazing prevention education workshop with SCCS per semester and minimum of two chapter support meetings with SFL while on probation.
Zero findings of responsibility for Anti-Hazing Policy violations on any of the KU Medical Center campuses in Fall 2025.
